Federal Programs

Carthage Public Schools Federal Programs

Reauthorized in 2015 under Public Law 114-95 as Every Student Succeeds Act (ESSA), these programs were originally authorized under the Elementary and Secondary Education Act (ESEA) of 1965 (Public Law 89-10), the first major program of federal assistance to our nation’s public elementary and secondary schools. These programs assist Local Education Agencies (LEAs) to close the achievement gap with accountability, flexibility, and choice.

 

Carthage R-9 School District receives funds through the federal government to supplement state and local funding. These federal funds are intended to provide support to help ensure that all children have the opportunity to obtain a high-quality education and reach proficiency on challenging state academic standards and assessments.

Title I.A Director: Don Cox 417-359-7000

Title I.A - Improving Basic Programs Operated

Title I.A was enacted to provide all students significant opportunity to receive a fair, equitable, and high-quality education and to close educational achievement gaps.

 

Title I. C Migrant Home/School Liaison: Rhonda Wyrsch 417-359-7000

Title I.C aids schools that have enrolled migrant students. The program focuses on helping migratory students overcome the educational barriers that result from repeated moves, allowing them the opportunity to succeed in regular school programs, attain grade-level proficiency, and achieve the challenging academic standards established for all students in the state.

 

Title II.A: Dr. Matt Huntley 417-359-7000

Title II.A - Supporting Effective Instruction

The purpose of Title II.A is to provide sub-grants to LEAs to:1.increase student achievement consistent with the MLS;2.improve the quality and effectiveness of teachers, principals, and other school leaders;3.increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and 4.provide economically deprived and minority students greater access to effective teachers, principals, and other school leaders.

Title III - Language Instruction for English Learners and Immigrant Students

Title III ensures ELs including immigrant students and youth, attain English proficiency, develop high levels of academic achievement in English, and meet the challenging state academic standards by achieving high levels in the core academic subjects, in educational settings taught in English. Parent and community involvement must also be promoted.

 

Title IV: Dr. Matt Huntley 417-359-7000

Title IV.A - Student Support and Academic Enrichment Grant

The purpose of Title IV.A is to improve students’ academic achievement by increasing the capacity of states, LEAs, schools, and local communities to1.provide all    students with access to a  well-rounded education;2.improve school conditions for student learning; and3.improve the use of technology in order to improve the academic achievement and digital literacy of all students.

 

Homeless Liaison: Kim Hoover 417-359-7000

Homeless students include students under age twenty- one (21) who lack a fixed, regular and adequate nighttime residence.

 

Special Education Director and Foster Liaison: Bryan Shallenburger 417-359-7000

The special education and the district will adhere to the Individuals with Disabilities Education Act, its implementing regulations, and the Missouri State Plan for Special Education.

Students in foster care experience movement in and out of the foster care system and from one home placement to another that may disrupt their education, and which may create barriers to academic success and on-time graduation. The District, in collaboration with state and local agencies, will work to minimize or eliminate educational barriers for students in foster care, particularly in enrollment, transfer of student records, and transportation to their school of origin, where appropriate.
