REQUEST FOR PROPOSAL
School Year 2026-2027
March 13, 2026
Carthage R-IX School District announces the opportunity for bidders from the food industry to respond to the attached food specifications valid for the period of July 1, 2026 to June 30, 2027. All bidders wishing to respond to this bid period must do so no later than April 13, 2026 at the Welcome Center, 710 Lyon Street, Carthage, MO 64836 by 1:00 pm. Bid must be sealed. Email or faxed bids will not be accepted.
RFP Submittal Requirements:

- 1:00 pm, Monday, May 4, 2026.
- Submit attached Product List with bid prices, brand, etc.
- Please email me back the Excel copy of the Product List, using the same document provided with this RFP to: myhrej@carthagetigers.org
Prices:
- Prices are effective July 1, 2026 - June 30, 2027
- Any deviations from the specifications as stated (i.e. escalation clause, discounts for early payment) must be stated in writing and included with the bid.
Delivery and Ordering Specifications:
- Delivery preference days are any day of the week except Sunday. Primary vendor awarded contract for twice a week delivery. Second vendor awarded contract can delivery once a week.
- Delivery time: Before 7:10 am and after 8:05 am. No deliveries between 10:55am-2:30pm.
- Delivery to all nine kitchens
- All products must be delivered within HACCP temperature guidelines
- All temperature sensitive products must be delivered into walk-in Freezers & Refrigerators
- Carthage R-IX Schools will not pay fuel or delivery charges
Product Specification:
- Preference will be given for Brands Specified or an Approved Equal.
- Products must have no less than 10 days availability for “use by date”
- Must meet USDA 7 CFR Part 210.21(d) Buy American Provision
- Products must meet the description that… “over 51% of the final processed product consists of agricultural commodities that were grown domestically.”

Buy American Requirements
- As required by the Buy American provision, all products must be of domestic origin as required by 7 CFR Part 210.21(d).
- Carthage R-9 Schools participates in the National School Lunch (NSLP) and Breakfast Programs (NSBP) and is required to use the nonprofit food service funds, to the maximum extent practical, to buy domestic commodities or products for Program meals. A “domestic commodity or product” is defined as one that is either produced in the U.S. or is processed in the U.S. substantially (over 51%) using agricultural commodities that are produced in the U.S. as provided in 7CFR Part 210.21(d).
- Exceptions to the Buy American provision should be used as a last resort; however, an alternative or exception may be approved upon request. To be considered for the alternative or exception, the request must be submitted in writing to our designated official, the Carthage R-9 Schools, Food Service Director, a minimum of 12 hours in advance of deliver. The request must include the:
- Alternative substitute(s) that are domestic and meet the required specification:
- Price of the domestic food alternative substitute(s); and
- Availability of the domestic alternative substitute(s) in relation to the quantity ordered.
- Reason for exception: Limited/lack of availability or price (include price):
- Price of the domestic food product; and
- Price of the non-domestic product that meets the required specification of the domestic product.

The award will be made on the basis of price and other factors, to the bidder whose response is most advantageous to the Carthage R-IX School District.
Additional/New Products
During the term(s) of contract awarded under this solicitation, additional purchases not included in this solicitation list and resulting awarded contract may become necessary to benefit the program. Both parties agree that the aggregate value of added purchases during each year of the contract, if renewable, shall not exceed 10% of the estimated total value of the contract.
Termination for Cause and for Convenience
Carthage R-9 Schools has the right to discontinue purchasing from the winning bidder for:
- Failure to provide the specific items agreed to in the bid.
- Failure to deliver products in a timely manner.
- Failure to provide satisfactory service or products.
- Failure to meet all State and Local Health Codes and HACCP requirements.
- Failure to provide products that meet the nutrition requirements of the NSLP and NSBP.
The undersigned certifies the following:
- The bidder has read and reviewed the requirements of the 2026-2027 RFP.
- All documents are due by 1:00 pm Monday May 4, 2026
- The bidder certifies that neither it nor any of its principals has been proposed for debarment, debarred or suspended by a federal agency according to Executive Orders 12549 and 12689.
- The bidder certifies that they understand and agree to the Termination for Cause and for Convenience.
- I have read and understand the RFP and agree to all conditions.
